No person shall, and it shall be unlawful for any person to, do any of the following:
A. Cause or allow litter to be collected, deposited or to remain in any place under the person's control to the prejudice of others; or to remain in any place under the person's control to the prejudice of others;
B. Throw or deposit litter in or upon any street, walkway or other public place except in public receptacles, in authorized private receptacles for collection, or in disposal areas designated by the city;
C. Sweep into or deposit in any gutter, street or other public place the accumulation of litter from any residence, building, or lot, or from any public or private sidewalk or driveway;
D. Drive or move any vehicle unless the vehicle is so constructed or loaded to prevent any load, contents or litter from being deposited upon any street, alley or public place;
E. Distribute any handbill without either securing it to the building or vehicle to which it is being distributed or handing it directly to a person willing to accept it;
F. Throw or deposit litter on any private property, whether owned or occupied by the person or not.
