7.30.010   Definitions.
In this chapter, unless the context clearly indicates otherwise requires:
   Deposit: Includes, but is not limited to, placement and accumulation.
   Distribute: Includes, but is not limited to, offering, giving away, selling, supplying and making available.
   Garbage: Means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
   Goods: Means tangible personal property of any description, including, but not limited to, groceries, dry goods, and restaurant food.
   Litter: Means garbage, refuse, and rubbish as hereafter defined, as well as all other waste material that, if thrown or deposited or allowed to collect as herein prohibited, tends to create a danger to public health, safety of welfare, or is detrimental to the general appearance of the city.
   Plastic shopping bag: Means a bag made of plastic provided or used at a retail point of sale for carrying any goods. As used in this definition, plastic includes, but is not limited to, non-biodegradable plastic, polymers, and high- and low-density polyethylene; it excludes produce bags, garbage bags, and other primary plastic packaging.
   Refuse: Means all putrescible and non-putrescible solid wastes, except body wastes, including garbage, rubbish, ashes, street cleaning, dead animals, abandoned automobiles, debris, and solid market and industrial wastes.
   Rubbish: Means non-putrescible solid wastes consisting of both combustible and non-combustible wastes, including, without limitation, paper, wrappings, cigarettes, cardboard, tin cans, wood, glass, bedding, furniture, crockery, damaged or burned building and construction materials, and similar materials.
