A. The owner of any dog found at large not wearing a license (whether previously licensed or not) will be issued a written warning for the first offense and may be fined fifty dollars ($50.00) for the second offense. The owner should be advised that if the dog is permitted to run at large a third time, without a license, it could be destroyed by the designated enforcement officer. In the event that the owner is out of town, the caretaker or custodian shall be issued the fine.
B. A dog will be destroyed if its owner refuses to pay any imposed fines or refuses to license the dog. If a dog is found at large, not wearing a license, and its owner cannot be located or identified by an enforcement officer, after a reasonable effort has been made, the dog will be destroyed.
