In determining the method of spreading assessable costs, the mayor and council shall be guided by the policy that assessments should be substantially in proportion to the benefit received. Methods of spreading assessments include, but are not limited to:
1. per lot,
2. per front foot,
3. per square foot, including per square foot of developable area,
4. per assessment unit based on any reasonable measure,
5. value of property,
6. zone and termini,
7. extent of use or potential use, and
8. other methods or a combination of methods.
