3.12.030: ANNUAL LEVY AND APPROPRIATIONS; AMOUNT:
In order to provide money for the fund and for the use and the purposes of the fund, the president and city council may levy an annual tax of not to exceed one mill in any one year on all the taxable property in the city and may appropriate from such other sources as may be determined by the president and city council such monies as they may decide to be proper and available to be paid into the fund; provided, however, that in any one year the taxes so levied or the money so appropriated shall not be more than sufficient to pay the outstanding warrants on the fund and to establish a balance therein, and that the combined levy and appropriation in any one year shall not exceed five percent (5%) of the outstanding obligations thereby guaranteed, and that no tax shall be levied when the amount of money in the local improvement guarantee fund is equal to ten percent (10%) of the total outstanding obligations thereby guaranteed.
