In determining whether to grant a certificate under this chapter, the Board of Commissioners shall, among other things, take into consideration the following factors:
(A) The number and condition of vehicles;
(B) The number of taxicabs to be operated;
(C) Such other relative facts as may be deemed necessary and advisable, which shall include a history of past violations of local, state or federal regulations.
