§ 93.03 NOTICE AND ORDER TO ABATE ON FINDING OF EXISTENCE.
Whenever it appears that any of the conditions described in § 93.01 exist, the Town Manager shall cause to be delivered, personally or consistent with G.S. § 160A-200.1 a notice and order to abate the violation to the owner of the property upon which the conditions exist. The notice and order shall be sent by registered or certified mail return receipt requested. The notice shall state that a determination has been made that such conditions constituting a public nuisance exist on the property and shall order the prompt abatement thereof within a reasonable time, not to exceed 15 days from the receipt of such written notice to avoid further action on behalf of the town. When service is attempted by registered or certified mail, a copy of the notice may also be sent by regular mail. Service shall be deemed sufficient if the registered or certified mail is unclaimed or refused, but the regular mail is not returned by the post office within 10 days after the mailing. If service by regular mail is used, a copy of the notice shall also be posted in a conspicuous place on the premises affected.
