The owner(s) of any abandoned, hazardous, or junked motor vehicle or property owner(s) on which the abandoned, hazardous, or junked motor vehicle is located shall cause the removal thereof immediately and shall pay all costs incident to such removal. No person shall allow such motor vehicle owned by him to remain after notice has been given to such person to have the vehicle removed.
