Prior to construction of any utilities lines within town street boundaries or across or upon any private property, all necessary right-of-way agreements or easements, which easements shall include easements to the town for the purposes set forth in § 51.05, and any permits required by any federal, state or local government agency shall be obtained and copies furnished to the Utilities Division.
