Section 1-3. Corporate Limits.
The corporate limits of the Town of Kill Devil Hills are as follows: All of said area lying and being within the outer boundaries of Dare County, North Carolina and now constituting the voting precinct known as Kill Devil Hills election precinct, and bounded as follows: Bounded on the South by the Nags Head - Atlantic Township boundary line.

Bounded on the West beginning at a concrete monument situated on the western property line of the US Government property known as Wright Memorial, which said beginning point is located a distance of 4,383.7 feet along an extension of the North right of way line of Colington Road, also known as Ocean Bay Boulevard, from the point of intersection of said North margin of Colington Road with US Highway 158 Bypass, which said concrete monument at the point of beginning is also a fence marker in the southwest corner of the US Government property known as Wright Memorial, and running thence South 17 degrees 15 minutes East a distance of 875 feet to a concrete post in the center line of a ditch; and running thence South 69 degrees 55 minutes West along the center of a ditch a distance of 1,802 feet to a concrete marker; and running thence South 20 degrees 35 minutes West a distance of 750 feet along the center line of a ditch to Colington Creek and Kitty Hawk Bay, which said corner is located South 70 degrees 38 minutes West a distance of 530 feet from a concrete monument located in the northwest corner of the US Government property known as Wright Memorial and along the US Government fence line South 10 degrees 4 minutes East and crossing the Colington Road a distance of 2,318.4 feet to a concrete post; and thence South 17 degrees 55 minutes East continuing along the West line of the US Government property known as Wright Memorial and the fence on said line a distance of 1,250.7 feet to a concrete monument in the southwest corner of the US Government property known as Wright Memorial, the point or place of beginning.
Bounded on the North beginning at a point on the Atlantic Ocean, which said point is the terminus of a line extended eastwardly at right angles to the western margin of US Highway 158 Business, sometimes known as Virginia Dare Trail, from a stake or other marker on the western margin of said highway at the Northeast corner of Lot No. 1, Block 2, Orville Beach Subdivision, as shown on a map or plat thereof recorded in Map Book 1, page 138A, Public Registry of Dare County, North Carolina; and running thence from said point on the Atlantic Ocean in a westerly direction and at right angles to US Highway 158 Business, sometimes known as Virginia Dare Trail, and crossing said highway right of way to the Northeast corner of Lot No. 1, Block 2, Orville Beach Subdivision, herein referred to-; and running thence in a southwesterly direction and along the North line of the said Orville Beach Subdivision, as shown on an amended map or plat thereof recorded in Map Book 2, page 144, Public Registry of Dare County, North Carolina, and crossing US Highway 158 Business to the Northwest corner of Lot 2, Block 18, Orville Beach Subdivision, as shown on said plat of the subdivision known as "Orville Beach West" recorded in Map Book 9, page 44, Public Registry of Dare County, North Carolina.
The foregoing North line of the Town of Kill Devil Hills is bounded on the North by property now or formerly known as the "Tate Tract" and the subdivision known as "Kitty Dunes II," as shown on a map or plat thereof recorded in Map Book 4, Page 84, Public Registry of Dare County, North Carolina; and said line, as the same extended westwardly from US Highway 158 Business to Kitty Hawk Bay, following the North line of various sections of Orville Beach and Orville Beach West subdivisions.
Bounded on the east by the Atlantic Ocean.
An official map of the Town, showing the current municipal boundaries, shall be maintained permanently in the office of the Town Clerk and shall be available for public inspection. Upon alteration of the corporate limits or wards pursuant to law, the appropriate changes to the official map shall be made and copies shall be filed in the office of the Secretary of State, the Dare County Register of Deeds and the appropriate board of elections.
Section 2-1. Town Governing Body; Composition.
The Mayor and Board of Commissioners shall be the governing body of the Town.
