1-29-3: FUNCTIONS, DUTIES AND AUTHORITY:
Under administrative direction, manage and coordinate accounting and budgeting support operations including general accounting functions, payroll and accounts receivable, accounts payable; monitor the annual operating budget; coordinate assigned activities with the police department and outside agencies; and provide highly responsible and complex administrative support to the chief village officer and police chief.
The finance director shall be authorized and required with diligence to:
   A.   Assume management responsibility for assigned services and activities of the village's accounting and budget support operations including general accounting functions, payroll, accounts receivable, and accounts payable.
   B.   Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
   C.   Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels.
   D.   Participate in the development and administration of the village's annual budget; participate in the forecasting of revenues and expenditures; implement line item adjustments as directed by the chief village officer.
   E.   Oversee and evaluate current accounting systems and procedures; develop and implement enhancements to current accounting practices.
   F.   Research and resolve a variety of complex accounting issues and problems identified by the chief village officer.
   G.   Assist the chief village officer and police chief with the annual operating budget preparation process.
   H.   Assist the chief village officer and police chief in developing and overseeing expenditures associated with the village's capital improvement program.
   I.   Participate in various financial reporting duties; oversee and coordinate the annual financial statement preparation process; review and prepare monthly, quarterly, and annual reports for management and the village board.
   J.   Assist in monitoring and maintaining the village's computerized municipal accounting and financial reporting system.
   K.   Meet with outside financial consultants and auditors to answer questions and resolve problems.
   L.   Prepare and present various financial reports and analyses requested by the chief village officer, police chief, and village board.
   M.   Recommend to the chief village officer and police chief modifications to assigned financial programs, policies, and procedures as appropriate.
   N.   Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of finance and accounting.
