All general ordinances of the Village heretofore passed prior to the adoption of this Village Code and all parts of general ordinances heretofore passed and adopted by the Village prior to the adoption of this Village Code, which are in conflict with the terms set forth in this Village Code, be and the same are hereby repealed.
The repeal of the ordinances and parts of ordinances effectuated by this enactment of this Section shall not be construed as abating any actions now pending under or by virtue of such ordinance or as discontinuing, abating, modifying or altering any penalty accruing or to accrue or as affecting the liability of any person, firm or corporation or as waiving any right of the Village under any section or provision existing at the time of the passage of this provision.
The repeal of the general ordinances, as heretofore set forth in this Section, shall not apply to those ordinances which are referred to herein as being still in full force and effect or are by necessary implication herein reserved from repeal and shall further not apply to all tax levy ordinances, appropriation ordinances, budget ordinances, ordinances relating to boundaries and annexations, franchise ordinances and other ordinances granting special rights to persons or corporations, contract ordinances and ordinances authorizing the execution of a contract or the issuance of " warrants, salary ordinances, ordinances establishing, naming or vacating streets or other public places, improvement ordinances, bond ordinances, ordinances relating to elections, ordinances relating to the transfer or acceptance of real estate by or from the Village, building ordinances, zoning ordinances and all special ordinances.
