A "special event" shall be defined as any public or private event held within the corporate limits of the village, in which it can be reasonably expected that services will be required beyond those that are regularly provided by the village, such as additional police services, traffic control, crowd control, street closures, garbage cleanup, or other municipal services which may be necessary to service the event. Additionally, those public or private events that involve musical groups or amplified sound, high intensity lighting, fireworks, erection of temporary structures on village owned or controlled property, displays or other activities of such nature that impinges upon any adjacent public, business or residential areas shall be considered as a special event.
