1-20-3: FUNCTIONS, DUTIES, AUTHORITY:
The village administrator shall be an administrative position of the village, under the direction of the corporate authorities. The administrator is responsible to the president and board of trustees. The administrator may head one or more departments, and shall be responsible to the corporate authorities for the proper administration of all affairs of the village, excepting such affairs or matters as the president and board of trustees may from time to time determine shall be under their direct control and supervision. All provisions herein contained shall be subject to the exceptions set forth in the immediately preceding sentence. To the ends hereinbefore contemplated, but subject to the exceptions and qualifications hereinbefore set forth, the village administrator shall have power and shall be required with diligence to: (Ord. 08-O-1005, 2-4-2008; amd.    A.   Administer and enforce all policies, directives, laws, and ordinances adopted by the corporate authorities; to oversee the administration of all municipal departments; to review departmental procedures and to see that recommendations are carried out. (Ord. 08-O-1005, 2-4-2008)
   B.   Act as the village's administrative position responsible for the day to day administrative operations of the village based on the corporate authorities' recommendations; to administer village personnel rules, policies, and procedures; to appoint and remove employees of the village; to recommend appointments and removal of department heads of the village subject to the consent of the president and board of trustees.    C.   Be responsible for preparing the agenda for all regular and special meetings of the board. The agenda and supporting material shall be delivered to the president and each board member two (2) days preceding each regular meeting.
   D.   Prepare annual operating and capital improvement budgets for all municipal departments and submit them together with the administrator's opinions and recommendations covering their important features to the corporate authorities for their review and approval; to prepare the annual budget ordinance and be responsible for the administration and implementation of the budget; to act as chief purchasing agent for the village, or in the alternative, as supervisor of all purchasing which may be done by the various department heads through appropriate control systems as established and approved by the corporate authorities; to prepare long range capital expenditure programs for the village for consideration and approval in concept by the corporate authorities.
   E.   Prepare and submit to the village board as of the end of the fiscal year, a complete report on the finances and the administrative activities of the village for the preceding year.
   F.   Recommend to the corporate authorities the adoption of such measures as may be deemed necessary or expedient for the health, safety, or welfare of the community, or for the improvement of the services rendered by the village when such measures require action by the corporate authorities.
   G.   Furnish the corporate authorities with such background support information as may be requested on any subject to enable them to make a decision.
   H.   Attend all meetings of the corporate authorities and to take part in the discussion of all matters coming before them, but with no right to vote.
   I.   Attend meetings of village committees and commissions.
   J.   Be responsible for investigating all complaints received in relation to matters concerning the administration of the village and the services maintained and provided by the village, and to direct communications activities to keep the public informed of village plans and operations.
   K.   Keep a current inventory of all real and personal property of the village and the location of such property. The administrator shall be responsible for the care and custody, or supervise the preparation and care of all records of the village except as otherwise required by law.
   L.   Develop and implement such procedures, with the approval of the corporate authorities, as may be necessary to ensure that the affairs of the village are handled on a professional and businesslike basis.
   M.   Perform such other duties as may be required by the village board or the president, not inconsistent with the village ordinances or the law. (Ord. 08-O-1005, 2-4-2008)
