6-5-13: SOIL EROSION AND SEDIMENTATION CONTROL:
   A.   Soil erosion and sediment control measures shall be required for all new developments consistent with the recommendations contained in the "Standards And Specifications For Soil Erosion And Sedimentation Control" published by the Illinois Environmental Protection Agency, 1987, and the "Procedures And Standards For Urban Soil Erosion And Sedimentation Control" (the Greenbook) published in 1988.
   B.   The following additional standards shall also apply:
      1.   Erosion and sediment control measures shall be in place as part of land development process, before grading or disturbance is allowed.
      2.   The area of site disturbance and the time of disturbance shall be minimized.
      3.   The implementation of soil stabilization measures on disturbed areas shall be required as early as practicable.
      4.   Wherever reasonably possible, steep slopes and areas adjacent to natural watercourses shall be avoided, existing natural contours shall be maintained, and areas of native vegetation shall be retained.
      5.   Drainageways and other areas susceptible to erosion shall be designed so that their final gradients and the resultant velocities of discharge will not create additional erosion.
      6.   Maintenance of all erosion and sediment control practices shall be performed routinely.
      7.   Construction sites shall be inspected at critical points in the development process to ensure that measures are being correctly employed and maintained. In order to obtain inspections, the developer shall notify the village engineer prior to: stripping and clearing, rough grading, final grading, and final landscaping. (Ord. 99-O-791, 6-7-1999)
