A. Conditions: In order to cover the costs of filing, recording, and other expenses incidental to the approval of a subdivision, the subdivider shall pay a fee at the time of application for approval of a preliminary plan. Such fee shall be based on the projected number of lots to be created. At the time of application for approval of the final plat, the required fee will be recalculated on the basis of the actual number of lots created, and an adjustment of the fee will be made; the subdivider to pay an additional amount or to receive a refund. There shall be no refund of any portion of the fee if the subdivider fails to apply for final approval of the subdivision. Developers shall establish an escrow for the payment of village consultants as described in title 1, chapter 17 of this code.
