1-16-3: ANNEXATION PROCEDURES:
   A.   Annexation Fees: Prior to the approval of a petition for annexation by the village board, the petitioner shall pay a fee to the village:
      1.   In the amount of one thousand dollars ($1,000.00) per residential acre if the petitioner is also seeking approval of a subdivision or planned unit development.
      2.   The petitioner shall pay one thousand dollars ($1,000.00) per acre if the petitioner is not also seeking approval of a subdivision simultaneously or in connection with the petition for annexation.
The annexation fees above described shall be due and payable prior to the time of final plat approval if the petitioner for annexation is seeking approval of a subdivision. In the event the petitioner is not seeking approval of a subdivision in addition to annexation, the above described fee shall be due and payable at the time the property is annexed.    B.   Maps: No petition or ordinance with respect to the annexation to or transfer or disconnection of any territory from the village shall be acted upon by the board of trustees of the village unless and until accompanied by a map of the territory affected by the petition or ordinance and showing said territory's location with respect to the adjoining boundaries of the village. Said map shall be sufficient to comply with the provisions of the Illinois municipal code requiring that a certified copy of the ordinance annexing, transferring, or disconnecting any territory to or from a municipality, together with an accurate map of the territory annexed or disconnected, shall be recorded with the recorder of deeds.
   C.   Approval By Village Engineer: No ordinance annexing or disconnecting any territory to the village shall be recorded until the legal description contained in such ordinance and in the petition requesting the annexation or disconnection, if required by law, shall have been submitted to the village engineer and approved by him as true and correct, and in compliance with all applicable legal description requirements of the Illinois municipal code with respect to annexations or disconnections, and that an accurate map of such territory annexed or disconnected has been approved or prepared by said village engineer.
