5-1-5: RULES OF WORD CONSTRUCTION:
In the construction of this Title, the rules and definitions contained in this Chapter shall be observed and applied, except when the context clearly indicates otherwise:
   A.   Words used in the present tense shall include the future;
   B.   Words in the singular number include the plural number, and words in the plural number include the singular number;
   C.   The phrase "used for" shall include the phrases "arranged for", "designed for", "intended for", "maintained for" and "occupied for".
   D.   The word "shall" is mandatory and not discretionary.
   E.   The word "may" is permissive.
   F.   All measured distances, expressed in feet, shall be to the nearest integral foot. If a fraction is one-half (1/2) or more, the integral foot next above shall be taken. (Ord. 76-0-227, 12-2-76)
