The building commissioner is hereby granted the authority and discretion to waive the requirements of this chapter in whole or in part in the event that he determines that the proposed construction or improvement or grading or any other activity normally covered by the terms of this chapter will not have any adverse effect on surface water drainage, nor have any other adverse effect on any property within the immediate vicinity of the construction. The building commissioner is further authorized in his discretion to reduce the requirements contained in this chapter and partially waive any of the requirements herein if he determines that the proposed construction or other activity covered by the terms of this chapter, as modified, will not have any adverse impact on surface water drainage or any other adverse impact on any property within the immediate vicinity.
