4-7-20: REVIEW; ISSUANCE OR DENIAL:
   A.   The building commissioner, upon receipt of an application for a surface water control permit together with all required data, shall submit the same to the village engineer for his review and recommendation. The applicant shall have the burden of complying with all of the requirements of this chapter and all necessary documentation and data to the building commissioner and village engineer.
   B.   The village engineer shall review the data, consider the type of construction, the necessity and provisions for surface water detention, the effect of filling or altering the topography, and shall further consider any potential hazards to life or property which may result from the construction of the proposed improvements. He shall compare the data submitted with any other data of the village which pertains to the location in general. He shall further compare the proposed alterations and topography with any and all engineering plans and specifications which are on file with the village when applicable.
   C.   The village engineer shall not approve a permit unless he is satisfied that the proposed improvements will not adversely affect surface water drainage within the immediate area and is otherwise in conformity with established engineering standards within Lake County, Illinois. The village engineer, in lieu of recommending denial of the permit, may make recommended changes in the plans for the improvements. In the event that the applicant so agrees, the permit can then be processed and approved by the building commissioner.
   D.   The building commissioner, upon receipt of a positive recommendation from the village engineer and upon further determining that all applicable ordinances have been complied with, shall issue the permit. In the event that the village engineer does not recommend the issuance of the permit and/or the applicant has not otherwise complied with village ordinances, the permit shall be then denied by the building commissioner.
