1-5-3: RULES OF ORDER:
   A.   Order Of Business: The order of business to be observed at all meetings of the Board of Trustees and other meetings where Village business is conducted shall be as follows:
      Roll call of members
      Review of minutes of the previous meeting and approval thereof
      Public comment
      Reports of officers and committees
      Unfinished business
      New business
      Adjournment
   The above order of business may be suspended upon a majority vote of the members of the Board of Trustees.
   B.   Quorum: A majority of the members of the Board of Trustees shall constitute a quorum.
   C.   Power Of Majority: The action of the Board of Trustees shall be controlled by a majority vote of the members of the Board of Trustees.
   D.   Addressing Meetings:
      1.   Other than during public comment, no person other than the Village President or a member of the Board of Trustees or other Municipal officer or employee shall address that body at any regular or special meeting of the Board of Trustees except upon consent of the President or a majority of the members present.
      2.   Public comment is an opportunity during an open meeting to receive feedback from the public. During the public comment portion of the meeting, if any, all public comments are limited to three (3) minutes per individual and the total time allotted for public comment shall not exceed thirty (30) minutes. Individuals are directed to be brief and concise in making comments. The presiding officer, after one warning, may rule any individual making a public comment out of order if the individual:
         a.   Becomes repetitive;
         b.   Exceeds the three-minute limitation;
         c.   Engages in electioneering for candidate(s); or
         d.   Otherwise interferes with the orderly and dignified conduct of the meeting.
      3.   If ruled out of order the individual may be barred from further remarks at the meeting and can be barred from further attendance at that meeting. An out of order ruling by the presiding officer can be overridden by a two-thirds (2/3) vote of the members present.
      4.   Nothing herein is intended to limit or restrain negative, positive or neutral comments.
   E.   Procedure: The Village President shall decide all questions of order and shall be governed in his or her decisions by parliamentary law as prescribed by "Robert's Rules of Order" as revised from time to time. (Ord. 18-O-023, 10-16-2018)
