It is hereby declared to be the public policy of the village that persons elected to the office of village president shall retain that office for not more than four (4) consecutive full four (4) year terms. This declaration of policy does not prohibit a person from holding more than four (4) nonconsecutive terms nor from holding more than four (4) consecutive terms if he has not served four (4) full consecutive terms.
