Special meetings of the Board of Local Improvements may be called at any time on call of the president or any three (3) or more members. Such call shall be in writing and shall specify the business that will come before the meeting. The secretary shall give two (2) days', excluding day of notice and day of meeting, previous notice thereof in writing and as may be required by law to each member of the Board of Local Improvements.
