§ 33.04 FROM WHOM PURCHASE TO BE MADE.
   When a requisition and expenditure requested thereby is authorized as provided for in this section, the purchase shall be made from a contractor who has made a contract to supply the items as are required by the requisition, if the town has entered into the contract. If the town does not have any contract for the purchase of the type or kind of items required in the requisition, the purchase shall be made from any supplier upon the direction of the department head or officer, and the department head or officer shall use his or her best efforts to obtain the lowest satisfactory price and terms for the purchase.
