There is hereby created a Parks and Recreation Board for the town, to be known as the Keystone Parks and Recreation Board, to establish, improve, care for, regulate and manage a system of public parks, zoological park, parkways and boulevards and to operate a system of public recreation, playgrounds and children's parks in and for the Town of Keystone.
