§ 31.07 ANNUAL FINANCIAL REPORT.
   The Finance Officer shall report to the Board, on the first day of January of each year, the receipts, expenses and financial condition of the town, which report shall be published within 30 days thereafter in the official paper, or the other paper as the Board may direct.
