Any person who shall, upon a public street, or in any public place, fight, offer to fight or to use derisive, offensive or annoying words which have the characteristics of exciting a breach of the peace, or who shall conduct himself or herself in a disorderly manner, whether arising from drunkenness or otherwise, shall be guilty of a misdemeanor.
