The grantee shall at all times during the life of the franchise be subject to all lawful exercise of the police power by the town. The town reserves the right to adopt from time to time in addition to the provisions herein contained the ordinances as may be necessary to the reasonable and not in derogation of the rights herein granted, nor in conflict with the laws of the state or other local of federal laws or regulations.
