Upon expiration of the franchise, if the grantee shall not have acquired an extension renewal thereof and accepted the same, he or she may have and it is hereby granted, the right to enter upon the street or other property of the town, for the purposes of removing therefrom any or all of his or her property or otherwise. In so removing the property, the grantee shall refill, at his or her expense, any excavation that he or she shall make and shall leave the streets in as good condition as that prevailing prior to the grantee's removal of his or her property.
