The grantee shall, on the request of any person holding a building moving permit issued by the town, temporarily raise or lower his or her wires to permit the moving of buildings, provided:
(A) The expenses of the temporary raising or lowering of wires is paid by the person, including, if required by the grantee, making the payment in advance; and
(B) The grantee is given not less than 3 business days advance notice to arrange for the temporary wire changes.
