The town may approve the issuance of a license applied for pursuant to this section, if it is satisfied that the applicant has met the following requirements:
(A) The applicant is a fit person to engage in the business;
(B) The applicant shall provide parking at the loading and unloading area located within the municipality equal to 1 parking space per 3 passengers based upon the total carrying capacity of each bus;
(C) The vehicles are such as are consistent with the safety of the public; and
(D) The vehicles shall be operated only by drivers bearing a valid South Dakota driver's license.
