The Town Board shall approve the issuance of a license applied for under this section, if it is satisfied that the applicant has met the following requirements:
(A) The applicant is a fit person to engage in the business;
(B) The vehicles are such as are consistent with the safety of the public; and
(C) The vehicles shall be operated only by drivers bearing a South Dakota driver's license.
