The owner or operator for fee of any animal drawn conveyance, within the municipal boundaries of the Town of Keystone, shall be responsible for complying with the municipal 2% sales tax ordinance, and shall also be subject to all town and state provisions applicable to the driver of any vehicle being maintained on a public street or highway.
