For the purpose of discharging the duties imposed by this subchapter and to enforce its provisions, the animal warden or any law enforcement officer is authorized and empowered to follow and enter upon any enclosure or lot within the limits of the town to apprehend any animal which he or she has observed to be running-at-large.
