Except as otherwise provided in this code or by state law, the provisions of this code shall be applicable in and over all territory within the corporate limits of the town and any public ground or park belonging to the town, whether within or without the corporate limits, and in and over all places, except within the corporate limits of another municipality, within 1 mile of the corporate limits of the town or of any public ground or park belonging to the town outside the corporate limits.
