The City Council may grant an exemption only if it can be demonstrated that the applicant for exemption does not possess the means to replace or supplement their hot water system with a natural gas or electric water heater prior to the effective date of the warm months prohibition. Any such exemption may continue only for so long as is reasonably necessary for the applicant to make alterations to his existing hot water system for purposes of complying with the provisions of this Article.
