No owner of any lot, or the agent of any owner of any lot or parcel of land in the City of Keyser shall suffer or permit trash, garbage, waste, rubbish, refuse, junk, abandoned tires or any other noxious or offensive materials or substances to be collected or remain in or on any parcel of land within the City of Keyser to the detriment or prejudice of others or of the public.
