Notice required under Section 901.03
shall be in writing addressed to the abutting property owner or owners. It may be by personal service upon the abutting owner or owners, or where personal service cannot be obtained, by registered mail, return receipt requested, addressed to said abutting owner at his or her last known address. Said notice shall describe the improvements or repairs required to be made and set forth all necessary grades, dimensions and specifications necessary for the performance of said work.
