(a) Noise Producing Devices. No person shall use any sound, musical, loudspeaking or other loud noise producing devices or apparatus on or in front of any building, public or private, within the City, without first obtaining special permission of Council, or use or operate any other loud noise producing devices or apparatus upon the streets or highways within the City, except after first having obtained permission from the Chief of Police, and the Mayor, and under such restrictions as they may impose.
(b) Penalty. Whoever violates the above for a first offense shall be fined not more than one hundred dollars ($100.00). For a second or subsequent offense such person shall be fined not more than five hundred dollars ($500.00). (Ord. 227. Passed 10-7-87.)
