This article shall be governed by Chapter 16, Article 13, Section 1, et. seq. and by Chapter 20 of the West Virginia Code and any amendments thereto by act of the West Virginia State Legislature shall amend and govern this Ordinance. The powers of the Sanitary Board shall not be limited by the provisions of this Ordinance, but shall be extended all those rights, duties, privileges and powers as conferred under Chapter 16, Article 13, Section 1, et seq. of the West Virginia Code.
