145.05 ORGANIZATIONAL MEETINGS, CHAIRPERSON AND OFFICERS.
   The Superintendent of the Department of Waterworks of the City of Keyser shall serve as Chairperson of the Board.  As soon as may be practicable following the appointment of a new member of the Water Board, of the Board shall hold an organizational meeting and choose a vice chairman from among its members, and a secretary.  The City Administrator shall serve as treasurer of the Water Board.  The position of secretary need not be a Board member and the City Administrator may also serve in a dual capacity as secretary/treasurer.  Such officers shall hold office at the will of the Board.  No bond shall be required of the Board members, but the treasurer shall give bond in the sum and penalty to be determined by the Board or such higher amount as required by applicable law, for the proper application of all money received by him as treasurer of the Board or as otherwise conditioned according to law.  The cost of such bond may be payable from the revenue of the respective waterworks system and such bond to be payable to the City and conditioned as to the faithful performance of the treasurer’s duties.  The Chairperson shall preside at all meetings when present and shall call special meetings on his or her own motion, or when requested to do so by any two Board members.  Two members of the Board resent at any meeting shall constitute a quorum for purposes of conducting business.  The secretary shall keep a record of the proceedings which shall be available for inspection as other municipal records.The treasurer shall disburse the funds of the Board as directed by it.  In the event that any Board member shall be unable to fulfill the duties of the office for a period of six months, a majority of the remainder of the said Board members may declare the office of such Board member vacant and the Mayor, with the approval of Council of said City, shall thereupon fill such vacancy as otherwise provided for herein.  (Ord. 255.  Passed 1-26-07.)
