It shall be the duty of the police officer in charge, Town Administrator or a person designated by him or her, immediately after impounding any cattle found running at large, to notify the owner by personal communication or, if unknown, advertise in a newspaper of general circulation within the town or to post such notice in three public places accurately describing the cattle or fowl so impounded. Such notice shall be posted for not less than five days.
