§ 2-497 BIDDING PROCEDURE FOR PURCHASES OR CONTRACTS LESS THAN $10,000.
   (A)   Required. Competitive pricing is encouraged on purchases and contracts of amounts less than $10,000.
   (B)   In writing. Whenever possible, these bids shall be in writing.
   (C)   Competitive bidding. Competitive bidding shall be encouraged for all contracts, purchases or sales.
   (D)   Exceptions for emergency; report required. In the event of an emergency affecting the welfare, health or safety of the public or town employees, however, the provisions of §§ 2-496 through 2-498 of this chapter shall not apply. A full report of the circumstances of an emergency purchase shall be filed by the purchasing agent with the Town Council and shall be entered into the minutes of the Council.
