(A) All dishonored checks payable to the town and redeemed by the maker shall have added to the principal sum a collection fee for each such check.
(B) Such fee shall be in an amount as established from time to time by the Town Council and set forth in the schedule of rates and fees, available for public examination in the Town Clerk’s office.
