Annually, the Council shall prepare a budget prior to the new fiscal year. For such purpose, the heads of each office or department shall submit, in such detail as may be required, estimates of expenditures and such other supporting data together with estimates of all capital projects pending or which such department head believes should be undertaken within the budget year and within the next five succeeding years.
