(A) A majority of the Council shall constitute a quorum for the conduct of business at any meeting. Except as otherwise provided by state law or this code, all proceedings of the Council shall be governed by the Robert’s Rules of Order, most current edition.
(B) The Town Attorney shall act as parliamentarian. In his or her absence, all questions of order shall be decided by the Mayor or, in his or her absence, the presiding officer, without debate, subject to an appeal to the Council.
