§ 36-69 AUTHORITY TO PROVIDE SERVICE AND CHARGE FEE.
   (A)   The town shall furnish water to persons for reasonable compensation and charge a reasonable charge for the maintenance and operation of a sewerage system. Such charges shall be fixed from time to time by the Town Council.
   (B)   Sewer customers experiencing a severe increase in their sewer bill may be eligible for an adjustment to that bill, if and only if, the bill being considered is based on at least twice the normal six-month average for that individual account and the customer completes an adjustment request form. No adjustments will be made to the water portion of the bill and no adjustments will be made to any bill within the first six months of opening the account. Sewer customers may have no more than one adjustment spanning no more than two billing cycles to their account during any 12-month period. Faucets or outside spigots left on will not be considered a leak and, therefore, no adjustment made on such accounts. Customers requesting such adjustments must have had a valid leak and show proof of repair. The formula for determining the adjustment to the customer's bill is as follows: the average of the past six months of sewer charges, including the high usage charges, will be calculated with the adjustment credit equaling the abnormally high usage sewer charge minus the six-month average sewer charge.
