§ 30-192 APPLICATION CONTENTS.
   The application for a parade permit shall set forth the following information:
   (A)   The name, address and telephone number of the person seeking to conduct such parade;
   (B)   If the parade is proposed to be conducted for, on behalf of, or by an organization, the name, address and telephone number of the headquarters of the organization, and the authorized and responsible heads of such organization;
   (C)   The name, address and telephone number of the person who will be the parade chairperson and who will be responsible for its conduct;
   (D)   The date when the parade is to be conducted;
   (E)   The route to be traveled, the starting point and the termination point;
   (F)   The approximate number of persons who, and animals and vehicles which will constitute such parade, the type of animals and descriptions of the vehicles;
   (G)   The hours when such parade will start and terminate;
   (H)   A statement as to whether the parade will occupy all or only a portion of the width of the streets proposed to be traversed;
   (I)   The location by streets of any assembly areas for such parade;
   (J)   The time at which units of the parade will begin to assemble at such assembly area;
   (K)   The interval of space to be maintained between units of such parade;
   (L)   If the parade is designed to be held by, and on behalf of, or for, any person other than the applicant, the applicant for such permit shall file with the Town Clerk a communication in writing from the person proposing to hold the parade, authorizing the applicant to apply for the permit on his or her behalf; and
   (M)   Any additional information which the Town Administrator may find reasonably necessary to a fair determination as to whether a permit should be issued.
§ 30-193 STANDARDS FOR ISSUANCE.
   The Town Administrator shall issue a permit when, from a consideration of the application and from such other information as may otherwise be obtained, he or she finds that:
   (A)   The conduct of the parade will not substantially interrupt the safe and orderly movement of other traffic contiguous to its route;
   (B)   The conduct of the parade will not require the diversion of so great a number of police officers of the town to properly police the line of movement and the areas contiguous thereto as to prevent normal police protection to the town;
   (C)   The conduct of such parade will not require the diversion of so great a number of ambulances as to prevent normal ambulance service to portions of the town other than that to be occupied by the proposed line of march and areas contiguous thereto;
   (D)   The concentration of persons, animals and vehicles at assembly points of the parade will not unduly interfere with proper fire and police protection of, or ambulance service to, areas contiguous to such assembly areas;
   (E)   The conduct of such parade will not interfere with the movement of firefighting equipment en route to a fire;
   (F)   The parade is scheduled to move from its point of origin to its point of termination expeditiously and without unreasonable delays en route; and
   (G)   The parade is not to be held for the sole purpose of advertising any product, good or commercial venture, and is not designed to be held purely for private profit.
§ 30-194 CLEANUP AND REPAIR REQUIRED; BONDS.
   (A)   The permittee shall be responsible for the cleanup of the streets and other used town property and equipment within 24 hours after the event. The Town Administrator or designee will then carefully inspect the used streets, property and equipment. If, in the opinion of the Town Administrator or designee, the streets or other areas or equipment have not been properly cleaned or if there has been any damage to town streets or property, the Town Administrator or designee will cause the organization or persons during whose use the damage occurred to be billed the necessary cost of cleaning or repairing town property. The person who makes the application for the parade permit on behalf of an organization may be held liable as principal in place of the organization. The penalty for damages to town property will be assessed at twice the costs of repairs. Such costs shall be determined by the town staff.
   (B)   The Town Administrator shall have the authority to require that the permit applicant pay a cleaning and repair bond before issuance of a permit. The amount of the bond shall be determined by the Town Administrator and set at an amount sufficient to cover the cost of cleaning or repairing town property damaged as a result of the parade, picket, march or demonstration.
   (C)   The Town Administrator shall have the authority to require that the permit applicant pay a public safety bond before issuance of a permit. The amount of the bond shall be determined by the Town Administrator and set at an amount sufficient to cover the cost of diverting to the parade, picket, march, or demonstration additional law enforcement, fire protection or other emergency services necessary for safe and orderly progression of the parade, picket, march or demonstration.
§ 30-195 NOTICE OF DENIAL.
   (A)   The Town Administrator shall act upon the application for a parade permit within three days after the filing thereof.
   (B)   If the Town Administrator disapproves the application, he or she shall notify the applicant of such disapproval.
§ 30-196 APPEAL.
   Any person aggrieved shall have the right to appeal the denial of a parade permit to the Mayor and Council. An appeal shall be taken within ten days after receipt of the notice of denial. The Mayor and Council shall approve or deny the appeal within ten days after its receipt.
