(A) The permittee shall be responsible for the cleanup of the streets and other used town property and equipment within 24 hours after the event. The Town Administrator or designee will then carefully inspect the used streets, property and equipment. If, in the opinion of the Town Administrator or designee, the streets or other areas or equipment have not been properly cleaned or if there has been any damage to town streets or property, the Town Administrator or designee will cause the organization or persons during whose use the damage occurred to be billed the necessary cost of cleaning or repairing town property. The person who makes the application for the parade permit on behalf of an organization may be held liable as principal in place of the organization. The penalty for damages to town property will be assessed at twice the costs of repairs. Such costs shall be determined by the town staff.
(B) The Town Administrator shall have the authority to require that the permit applicant pay a cleaning and repair bond before issuance of a permit. The amount of the bond shall be determined by the Town Administrator and set at an amount sufficient to cover the cost of cleaning or repairing town property damaged as a result of the parade, picket, march or demonstration.
(C) The Town Administrator shall have the authority to require that the permit applicant pay a public safety bond before issuance of a permit. The amount of the bond shall be determined by the Town Administrator and set at an amount sufficient to cover the cost of diverting to the parade, picket, march, or demonstration additional law enforcement, fire protection or other emergency services necessary for safe and orderly progression of the parade, picket, march or demonstration.
