§ 30-161 AUTHORITY TO PLACE RESTRICTIONS AND SAFEGUARDS.
   The Mayor and Council shall have the authority to impose such restrictions, conditions and safeguards upon the conduct of a parade, procession or public gathering as it shall deem fit or proper.
