§ 30-39. DEPOSITING, DUMPING AND THE LIKE OF TRASH, GARBAGE OR REFUSE.
   (A)   It shall be unlawful for any person to deposit, discard, dump, sweep or place any trash, garbage or refuse matter of any kind onto streets or sidewalks, unless the trash, garbage or refuse matter is placed onto the streets or sidewalk for town pickup.
   (B)   This section shall apply to the obstruction of any storm drain or ditch.
